East and West Towers Scheduled Power Outage 3.1.2024

Dear Towers East and West Resident,

A continuation and final completion of the electric transformer project behind The Towers East and West, is scheduled to begin on Wednesday, March 6 @ 6 am.

Temporary electricity and internet services will not be available during the period of transition from temporary to permanent power sources.   This will occur on the following two separate occasions:

  1. Wednesday, March 6th @ 6am (Up to 8 hours)

  1. Friday, March 8th during the business day between the hours of 9AM-5PM to make the final connections. (Up to 8 hours).

We want to make sure that if you intend to stay at The Towers during spring break, you understand that you will experience these outages.  We ask that you plan and prepare for these outages regarding food preparation, taking hot showers, etc…  While on generator power, these buildings will maintain full power operations from Wednesday until Friday when the project is completed.

The purpose of the outages is to install the permanent transformer to provide stable and proper electricity for the entire area.

We appreciate your understanding and apologize for any inconvenience these outages might cause.  If you have any questions, please contact your building manager.

Dear Bison,

We want to provide a few updates before you begin your spring break:

East Towers Update:

We hope this message finds you well and in good spirits. We are pleased to share that all necessary repairs and cleanup efforts related to the water damage in Towers East have been completed ahead of schedule.

As a result of the hard work by our residence life, campus apartments and facility management teams, all students who were impacted by the flood incident are now settled back into their original living space or chose to remain in their temporary room assignment for the remainder of Spring semester.

We understand that this unfortunate circumstance caused inconvenience and disruption to your stay in the residence hall and appreciate your patience and cooperation, as we worked collaboratively with the restoration and construction crews to return your living space to its proper condition.

From the beginning, our top priority has been to ensure your safety and comfort, and to confidently return you to your room as quickly as possible once the repairs were made. Our maintenance team thoroughly cleaned and inspected every room prior to your move back.

Again, we apologize for any inconvenience and welcome you back to your residence hall.

HUASB Update:

The HUASB program is committed to ensuring that all students who desire to serve have an opportunity to serve. Limited spaces are still available for remaining students who desire to serve during this year’s program. Students are encouraged to participate using the following link: apply here.

If you have questions or require additional information, please contact Joseph Dillard, Program Coordinator, or DaShawn Jones and Tyrah Lacy, Executive Student Directors, here.

The Resident Assistant (RA) is an undergraduate part-time student staff member of the Office of Residence Life & University Housing. The Graduate Assistant (GA) is a graduate part-time student staff member of the Office of Residence Life & University Housing. The primary functions of the RA and GA roles are to facilitate interpersonal relationships and to create living communities that maximize the opportunities for students to learn and grow. They also help with responding to emergencies to provide quick assistance to residents in need. The RA reports to the GA and Building Hall Manager. All parties are expected to work closely with other staff members within the building and across campus to create the best possible resident experience.

This is a 10-month* onsite live-in position from the end of July 2024 until mid-May 2025. This includes holidays, weekends, and school cancellation days. RAs receive a $1600 stipend, laundry points, and waived housing.

Application Process: There are 4 parts to this process. The first is this application; the second is the video submission; the third is an interview by invitation, and the fourth is a group exercise by invitation. A specific number of individuals will be selected to go into the next round of the application process as it continues. The final selection of RAs and GAs will be made by the Building Manager from the final pool of candidates. Each Building Manager will make selections based on different qualities, skills, and traits that will assist with their vision for the community in their Residence Hall and provide the necessary staff to best serve their residents.

Applicants who make it to the final stage of the selection process will either be hired or listed as an alternate. Alternate RAs and GAs will remain on record and will be requested to join the program at a later time if a vacancy opens and if selected. Typically, we receive more than 1,000 applications for the program but this year applications will be capped. We are seeking students who enjoy being of service to their peer community and can lead through adversity. The position requires hard work, is highly fulfilling, and can assist with careers in Property Management, Hospitality, Operations, Marketing, Event Planning and more.

We wish you success throughout this process and look forward to reviewing your application.

If you have questions about the application at any time in the process, please email hureslife@howard.edu and our team will assist.

East Towers - Small Fire Update 2.2.2024

February 2, 2024

Dear Residents,

We are reaching out to share an important update regarding Howard Plaza Towers East. Earlier this evening, a small fire occurred in a unit on the 1st floor of Towers East when plastic shopping bags were left on a stovetop. The ensuing fire set off the sprinkler system in the unit, resulting in excessive water developing on the 1st floor and down to the Plaza level, impacting 17 residents in 10 units.

As you are aware, we were beginning the first phase of students moving back to the Plaza level and first floor after being temporarily relocated at the start of the spring semester. Because of this fire caused by human error, we will need to pause this weekend’s planned move-in. We have been in communication with those students affected and will be providing the necessary services and support to ensure the return to their units is as smooth as possible. Those students who were returning to the Plaza level and first floor will be directly contacted again by the Office of Residence Life tomorrow morning to discuss the logistics related to their move.  Fortunately, we do not anticipate tonight’s incident impacting students’ return to the second and third floors, which is scheduled to begin February 8, 2024.

This evening’s incident does serve as a reminder for all of us to be mindful of how to keep our living spaces safe for ourselves and others in our shared communities. Please refrain from placing flammable items on stovetops and be aware of items around the stovetop such as kitchen towels, oven mitts, and appliance cords. Even when burners are not on, the heat from previously used burners can be enough to create small fires that can lead to dangerous outcomes. We are incredibly grateful that no one was harmed by this incident, and that there was no major fire damage.

As always, we appreciate your understanding and cooperation as we strive to provide a safe and welcoming residential experience for all students. We will provide further updates as soon as we have information to share.

If you have any questions or concerns please email hureslife@howard.edu.

Important Update on Howard Plaza Towers Restoration and Maintenance 1.31.2024

Dear Howard Plaza Towers East and Towers West Students,

We are writing to share an update on the cleanup and restoration project at Howard Plaza Towers East due to water damage sustained on December 18, 2023, and provide other important building related updates.

We are pleased to report that substantial progress is being made in the restoration of damaged rooms. As a result, we are ready to begin the first phase of students returning to their originally assigned rooms at Towers East, as specific floors and rooms are fully restored, inspected, and cleared for occupancy. Following this initial phase, a staggered move-in approach will occur over the next several weeks, as more units are fully restored and undergo our inspection and clearance process.

All students who were temporarily reassigned to other housing units will be contacted individually via Bison email, notifying them that their room is move-in ready. Please be reminded that this process will occur over several weeks. To help students with the process of returning to their original room assignment, we are offering free pickup and delivery of pre-packed belongings from the temporary residential location back to Towers East. A signup link will be included with the official notification to students confirming the move-in date for Towers East.

The University contracted with a third-party restoration and water damage remediation company to complete the room repairs. These repairs have included the removal of excess water and cataloging and removing room contents to limit or prevent damage. Additionally, drywall was replaced, and walls were repainted in rooms with damaged or wet drywall, and other areas as needed. Lastly, electrical outlets in the affected rooms have been tested and repaired.

We have also made significant progress in resolving issues related to:

  • Building Electricity and Power

  • Laundry Equipment Access and Utilization

  • Pest Control Measures

To find comprehensive and current information regarding these matters, please visit our Frequently Asked Questions reference page. Here, you will find answers to commonly asked questions regarding the move in process, and ongoing maintenance that will occur in the building. We encourage students to familiarize themselves with this information, as we prepare for students to begin returning to their originally assigned living spaces.

We want to thank all students for their patience and understanding and we look forward to welcoming students back to Towers East soon.

If you have additional questions or concerns beyond what we have shared in this message or the frequent asked questions, please reach out to us at hureslife@howard.edu.

Water Valve Maintenance and Power Outages - 1.26.2024

Dear Bison,

We want to inform you about scheduled maintenance activities directly impacting our Main Campus buildings, so that you may plan accordingly in making any necessary adjustments to your daily routine and operations.

Water Valve Testing: Howard Plaza Towers East and West

On Friday, January 26, 2024, D.C. Water will be testing water valves between 9:00 to 11:00 a.m. around 9th Street and Barry Place. During this brief timeframe, both Towers may experience temporary water outages. With the recent water advisory issued earlier this week, D.C. Water is performing these tests to determine which valves may need repair or replacement to prevent future incidents. Students are asked to turn all faucets to the “Off” position during the testing period.

Power Outages: Friday, January 26, 2024, and Tuesday, January 30, 2024

There will be two brief power outages on Friday, January 26, 2024, and Tuesday, January 30, 2024. When this occurs, the main internet hub located at Towers West results in a temporary internet disruption in all residence halls (see details below).

Main Campus Power Outages: Friday, January 26, 2024, and Tuesday, January 30, 2024

As work continues with construction of the newly combined heat and power plant that will provide renewable energy to the University, some buildings on Main Campus will experience two brief electrical power outages on Friday, January 26, between 1:00 and 6:00 a.m., with a second follow-up outage scheduled for Tuesday, January 30, between 1:00 and 6:00 a.m. The purpose of the outages, which will last several minutes or less, is to allow for electrical work to progress at the steam plant that is currently under re-construction.

We encourage anyone in the affected buildings to turn off sensitive electronic equipment or systems that may be compromised by a power surge or sudden loss of power, particularly in research laboratories.

The following campus buildings may experience momentary power outages:

Howard University Hospital

Howard University Hospital Parking Structure 1

Cancer Center*

Hospital Parking Structure 2

Louis Stokes Library**

Tower Building

Interdisciplinary Research Bldg.

Chiller Plant

Bethune Annex

E.E. Just Hall

Power Plant

Quad Dorms

College Hall South

Academic Support A & B

Howard Plaza Towers East***

Armour J. Blackburn Center

Howard Plaza Towers West

College of Dentistry

College of Medicine

Lewis K. Downing Building

* On Friday, January 26, the Cancer Center and the IRB will be without power from 1:00 to 6:00 a.m. The Cancer Center and the IRB will also be without power from 1:00 a.m. until 6:00 a.m. on Tuesday, January 30.

**The electricity to the Louis Stokes Library and Academic A & B will be shut off on Friday, January 26, at 1:00 a.m. and switched to generator power at 6:00 a.m. These buildings will function on generator power until Tuesday, January 30 at 1:00 a.m. The buildings will then lose power and switch back to normal by 6:00 a.m. These buildings will be able to maintain full operations while on generator power.

*** When the main internet hub at Howard West Plaza Towers is without power, all residence halls will experience temporary internet service disruptions.

We apologize for any inconvenience this may cause and appreciate your understanding and patience throughout these important maintenance activities.

Good Afternoon Bison,

Tower's Power Outage Notification 1.10.2024

Dear Students,

Greetings! We hope that you had a safe and enjoyable winter break and that you are ready for a successful Spring semester.

We wanted to provide you with important information about Howard Towers East and Howard Towers West’s power supplies.

The transformers that provide energy to both buildings were deemed past their useful life, potentially leading to serious failure which would require reliance on a generator and affected occupancy for several months. Because of this issue, the University and its development partners planned the installation of new transformers, electrical feeders and communication fiber that would provide a modernized and reliable infrastructure to all residence halls.

To safely facilitate this electrical system upgrade, we scheduled work to be completed over the winter break when students would not be on campus. We de-energized the power and implemented a temporary generator solution to provide necessary electrical power to the buildings.  Unfortunately, the site conditions that the crews encountered when attempting to remove the old transformers were more complex than anticipated, resulting in a project delay past our original completion date scheduled before students returned. As a result, Towers East and West have remained on generator power for a limited amount of time beyond the original plan.

Also, mechanical issues with the generators supplying power to Towers East and West have caused intermittent and unscheduled losses of power at both buildings.  We have worked with our vendor to develop plans and procedures to maintain a more consistent power supply to both buildings and limit unscheduled power interruptions.

Our plan to fully restore power to both buildings from temporary generators was originally scheduled for Monday, January 15. We can restore Towers West’s power on Thursday, January 11 as this will require a temporary power outage from 10 a.m. to 2 p.m. that day. We will troubleshoot between 2 p.m. and 6 p.m. to ensure that all power is back online. This power outage will result in an internet outage in all University residence halls as the core internet fiber is housed in Towers West.

As for Towers East, we will keep you informed of the timing to fully restore power from the temporary generator to the building’s permanent transformer. During this final stage, only internet service for Towers East will be impacted.

We do apologize for any inconvenience this may cause as we aim to improve our residence hall infrastructure at the University. It is our duty to ensure the long-term delivery of power and services to the buildings to safely and efficiently continue your matriculation here at Howard University.

We will keep you informed with timely updates.

Sincerely,

Housing Facilities Management

East Towers Campus Return Update 1.3.2024

Greetings and Happy New Year. We hope that you had an enjoyable winter break and that you’re ready to return for a successful spring semester. By now, you should be aware of water damage to units in Howard Towers East that occurred on December 18, 2023. Information regarding the incident, which was caused by a water pipe burst that impacted approximately 60 units and 125 residents, was shared with students in four separate emails over the last two weeks from Campus Apartments, the firm that manages the property.

As a result of the significant water damage, the units have been deemed uninhabitable, and the Office of Residence Life has reassigned students to temporary housing in other residence halls as the restoration work takes place. Because of this unforeseen circumstance and the reality that we have limited campus housing, impacted students may not receive room accommodations or roommate assignments similar to what they had at the start of the 2023-2024 academic year.

Campus Apartments has contracted a third-party vendor to catalog all items that were impacted by the water and safely remove them to an offsite facility for cleaning and restoration. Students whose items have been removed from their units will receive information on when the cleaning and restoration will be completed and when they will be able to retrieve their belongings. Your belongings will be locked and stored in the residence hall for which you have been reallocated to.  All students will not have access to all of their belongings immediately. It will take up to the 19th of January before all belongings will be returned to the University.

The following provides a schedule of when students can pick up personal items that were not affected by the water incidents:

  • FRIDAY 1/5:  P LEVEL, 1ST & 2ND FLOORS

    •  507 A, 412 B, 407 A&B, 308 B, 307 A&B, 207A&B

  • MONDAY 1/8: 3RD, 4TH & 5TH FLOORS

  • WEDNESDAY 1/10:  6TH, 7TH & 8TH FLOORS

Resident’s personal belongings that were wet as a result of the water event were removed by Clothes Call a firm contacted by Belfor.  This process included the necessary removal of wet personal items.  These items were taken off-site by Clothes Care staff to be dried and cleaned as necessary. The schedule for the return of these items will be sent out later this week.

Below are some items that we recommend you bring when returning to campus.

Bedding

  • Twin-XL Comforter Set

  • Twin-XL Sheets

  • Pillows

Bath and Body

  • Clothing

  • Shower Shoes/Flip Flops

  • Shower Caddy

  • Personal Hygiene Products

  • Towel Sets

  • Toilet Tissue

  • Laundry Supplies

At present, we have been told by the vendor that this process could take up to four weeks. As the property management office has advised, we strongly encourage that you contact your renter's insurance company to initiate a claim for your property.

Please carefully read our closure procedures and guidelines:

  • Take all valuables and important items (e.g., electronics, passport, medications, etc.).
  • Remove all items from the floor, including any items under your desk, bed and closet. This will allow our facility staff access to perform seasonal checks and routine maintenance without having to move your belongings.
  • Remove all trash and perform a final cleaning of your room. Do not leave perishable food or unsecured items in your room. Clean all dishes and store them properly.
  • Moveout/ Winter Fridge preperation instructions:

  • If you are officially moving out of the residence hall (i.e., leaving the University or moving out of your residence hall), please be sure to notify your Resident Assistant.
  • If you are not registered for the Spring 2024 semester, you must completely move out of the residence hall by the deadline and complete check-out paperwork.

Residence halls will reopen for continuing students on January 5, 2024, at 10 a.m.

Students will not be allowed access to the residence halls before that time, so be sure to plan your return to campus accordingly.

We highly suggest not leaving vehicles unattended. If you do leave your car, please ensure all valuable items are removed. Homecoming Visitation Update 10.17.2023

As you may be aware, neighboring HBCUs and others have recently experienced incidents of senseless violence against students that coincided with their Homecoming celebrations. Because Howard University is very much an “open campus” environment that welcomes the local community to participate in our activities and traditions, we must remain vigilant in protecting current students, staff, faculty, and alumni who are expected to make their way to campus for this week’s Homecoming events.

We are writing to inform you about important changes to our residential Visitation Policy during this week of Homecoming, as we continue to evaluate our safety and security protocols in maintaining a safe campus environment during this special time of year at Howard University. We are taking necessary precautions to ensure the wellbeing of our residence hall students.

Effective immediately, the following changes apply to visitation in the residence halls:

All visitation is suspended through Thursday, October 19, 2023. There are no exceptions.

Visitation from current residence hall students to other hall locations is only permitted from 11:00 a.m. until 7:00 p.m. from Friday, October 20, 2023, through Sunday, October 22, 2023. Visitation is not allowed for any outside guests.

Please note the following requirements:

  • Residents must have their ID with residence hall sticker to check in or be checked in.
  • Residents can only check in a maximum of 2 people at a time.
  • Residents and residence hall guest(s) must leave their ID at the front desk.
  • Students must pick up their ID and leave the residence hall by 7:00 p.m.
  • Public access to residence hall restrooms is strictly prohibited.

Drug and Alcohol Policy

Please be reminded that Howard University has a zero-tolerance policy regarding the use of drugs and/or alcohol on university premises (including the residence halls), or as a part of campus activities.

A violation of this policy could result in disciplinary action up to and including suspension or expulsion, as well as jeopardize your opportunity to live in the residence halls.

We are here to support you in making responsible choices. If you or someone you know needs help with substance abuse, including recreational use, please do not hesitate to reach out to your Resident Assistant or Graduate Assistant, Howard University Counseling Services, or healthcare professionals with the Student Health Center who can provide guidance and assistance.

Let’s work together to make sure we all have a safe and enjoyable Homecoming Week. If you see anything or anyone suspicious, please alert or call your residence hall front desk staff. You may also contact the Howard University Department of Public Safety at 202-806-1100.

Holidays and Winterization: There will be a survey sent out in the coming weeks about Thanksgiving Holiday stay. Please be on the lookout and complete this when sent.

Please also remember that all residence halls close for the Winter Break Intersession. Residents must ensure they are returning home for the break or making plans for alternative stay. We highly encourage all students to make arrangements after their last exam. While you may leave your personal belongings in your unit, we encourage you to take all items that you may need during the hall closure. You will not be permitted to re-enter the residence halls after completing your Winter Break check-out process, which includes preparing your room, turning in your room key, and filling out the required paperwork.

We thank you for your time,

Fall 2023 Winter Break Closure Reminder 12.15.2023

As we approach the end of Fall 2023 semester, please be aware that all residence halls will close on Saturday, December 16, 2023, at 12 noon for the Winter Break intersession.

Students are required to vacate the residence halls 24-48 hours after their last final exam — and no later than 12 noon on Saturday, December 16, 2023. Please note the Bethune Annex dining hall will be the last to close on Wednesday, December 13, 2023.

Additionally, to avoid any disruption to your spring semester housing, be sure to register for Spring Semester classes prior to your departure. Additionally, please ensure all unpaid balances and fees are taken care of before returning.

While you may leave your personal belongings in your unit, we encourage you to take all items that you may need during the hall closure. You will not be permitted to re-enter the residence halls after completing your Winter Break check-out process, which includes turning in your room key and filling out the required paperwork. Room keys and check-out paperwork can be completed at the front desk of your residence hall.

NOTE: Failure to complete the Winter Break check-out process will result in a $300 improper check-out fee.

The DAY BEFORE before your departure:

  •  EMPTY out all contents, especially perishable items

  • CLEAN using sanitizing wipes if needed, do NOT use any bleach
  • CLOSE DOORS to fridge and freezer Keep your fridge PLUGGED IN the wall outlet, do NOT unplug
  • Unplug all electrical devices, including desk lamps, alarm clocks, computers, TVs, etc.
  • Turn off all lights in your room, close blinds/shades and lock your door shut.
  • Check the office/mailroom to see if you have any mail or packages before leaving.

Please note that the Towers underground parking lot will be closed for the winter break. Please ensure you have picked up your temporary towers parking pass and you are parking in the southern surface lot as previously communicated.

Good luck on final exams and have a wonderful Winter Break. We look forward to seeing you in the new year!

Office of Residence Life & University Housing
